POSITION OVERVIEW: The Chief of Learning and Leadership (CLL) is an executive cabinet level position that reports directly to the Superintendent. The CLL will play a pivotal role in advancing the educational mission of the district by setting the strategic vision and direction for the instructional framework of the district's academic goals and overseeing the training, development, and evaluation of school level leaders. This position is responsible for the development of the short- and long-term instructional vision and works to establish a culture of high expectations and shared responsibility for equitable access to high quality and culturally relevant instruction. The CLL works to create authentic partnerships between district offices and schools to ensure closer alignment of district resources with school needs, to implement an instructional plan for the district that ensures effective teaching in every classroom and creates conditions that ensure systemic improvement of teaching practices and increased student achievement. The CLL is responsible for all instructional functions including K-12 curriculum and instruction, teaching and learning, professional development, school leadership services, student services, special education, career, technology, and agriculture education (CTAE), gifted and talented, and college and career readiness. This position requires a strong instructional foundation requiring the incumbent to stay current on instructional administration techniques and programs throughout the state and nation. 

 

JOB GOAL: Supports the Superintendent in the development and implementation of strategic initiatives to maintain a continuing and systematic process for improving teaching and learning at all levels. Responsibility for coordinating the efforts of all instructional personnel, developing a system of leadership support and school improvement, and supervising the use of best practices, professional learning, and instructional decision-making necessary to increase student achievement. This individual will provide leadership, guidance, and support to senior leadership, directors, principals, and other stakeholders to promote instructional excellence, curriculum development, and professional growth. This position will also oversee the effective organization and operation of assigned federal programs and funding, special education, assessment, and evaluation, gifted and Response to Intervention (RTI) services, and other instructional programs.

DUTIES AND RESPONSIBILITIES

 

Leadership and Strategic Planning: 

  1. Develop and implement a comprehensive teaching and learning instructional strategy aligned with the district's mission, vision, and goal
  2. Collaborate with the Superintendent and other district leaders to develop and implement strategic plans, policies, and initiatives to improve teaching and learning outcomes.
  3. Provide leadership and direction for district and school leaders in alignment with district mission, vision, goals, and priorities.

Curriculum Development and Alignment: 

  1. Oversee the design, evaluation, and alignment of curriculum to ensure coherence, rigor, and alignment with state standards and district objectives. 
  2. Oversee curriculum development, implementation, and assessment through an equity lens for the district. 
  3. Develop, with senior leadership, a strategic plan of action inclusive of goals and strategies to ensure equitable standard aligned instruction for every student.
  4. Direct and evaluate the Division of Learning and Leadership inclusive of teaching and learning, curriculum and instruction, professional learning, special education, gifted and RTI services, ESOL, CTAE, assessment and evaluation, and student services.
  5. Deliver written and oral presentations on academic accountability to various stakeholders (i.e. Board of Education, principals, teachers, parents, and community groups). 
  6. Approve departmental budgets and determine allocations for staff, supplies, and equipment. 
  7. Collaborate with senior leadership in all academic areas to evaluate existing curriculum programs based on observations, and assessment results to determine updates to School Improvement Plans. 
  8. Establish direction for school improvement efforts by monitoring the progress of school performance, student achievement objectives and academic excellence indicators to align strategies for school improvement. 
  9. Collaborate with district and school leaders to develop and evaluate instructional programs designed to improve the achievement of all students; develop a two-way feedback loop from school sites to the Division of Learning and Leadership. 
  10. Support staff to develop, implement, and evaluate project plans and strategies to achieve goals and objectives. 
  11. Monitor the coordination of all districts' professional development efforts and the implementation of new and existing educational programs using Professional Learning Communities (PLC’s) as a vehicle to provide school leadership support and oversight. 

Instructional Leadership and Support: 

  1. Provide guidance, coaching, and professional development opportunities to principals, instructional coaches, and teachers to improve instructional practices, classroom management, and student engagement. Foster a culture of continuous improvement and innovation in teaching and learning. 
  2. Provide leadership for effective operation of Teaching and Learning, Curriculum, Assessments, Instructional Programming, and Leadership Support, etc.
  3. Direct the development and implementation of quality educational programs for students by incorporating state and national standards.
  4. Provide leadership and the continued analysis, development, and monitoring of short and long-range plans for improving the regular and special educational programs at all grade levels, from Kindergarten through grade 12.
  5. Coordinate the review, development and revision of all subject area programs related to curriculum documents and materials, including curriculum guides, course outlines, curriculum mapping and assessments. 
  6. Provide leadership for the analysis, development, interpretation and implementation of policies and legislation related to instructional services and training.
  7. Coordinate planning and development of an effective research base for implementing, revising, and evaluating curriculum and training to support instructional programs.
  8. Provide leadership and guidance to school administrations in implementing sound instructional, management, and supervisory practices. 

Assessment and Data Analysis: 

  1. Oversee the administration and analysis of student assessments to monitor progress, identify areas for improvement, and inform instructional decisions. 
  2. Use data-driven insights to develop interventions, support strategies, and allocate resources effectively. 

Professional Development: 

  1. Develop and implement professional development programs and initiatives to support the ongoing growth and development of educators. 
  2. Provide opportunities for collaboration, reflection, and peer learning to enhance instructional effectiveness. 
  3. Provide leadership for the job-embedded professional learning program of the district as implemented by instructional coaches within all schools. Provides leadership for effective professional learning communities. 
  4. Provide leadership in the planning, development, and implementation of a comprehensive, district wide professional development plan, including monitoring administrative feedback of TKES and evaluation of building leaders using LKES.
  5. Develop and submit an annual plan and budget for the system's professional learning in the Consolidated Application for Federal Funding.

Budget and Resource Management: 

  1. Assist the Superintendent with managing departmental budgets, allocating resources effectively, and advocating for funding to support teaching and learning priorities. 
  2. Identify opportunities for grants, partnerships, and external resources to enhance educational programs and services.
  3. Research current trends regarding instructional strategies, curriculum methodology, and educational administration policies and programs.
  4. Stay abreast of current educational research and practices and share findings with district and school-based leaders.
  5. Provide instructional support, and teaching and learning resources and structures to deliver quality professional learning and implement a standards-based curriculum. 

Other Duties:

  1. Adhere to the Code of Ethics for Educators in Georgia as established by the Georgia Professional Standards Commission. 
  2. Project a positive image when dealing with the public, employees, parents, and students. 
  3. Demonstrate regular and punctual attendance. Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours and as needed.
  4. Perform other duties and responsibilities as assigned by the Superintendent or their designee.
